Kicking Off the General Plan Update, Airport Land Use Plan Update, and Zoning Code Update
The City’s General Plan was initially adopted over 30 years ago and various elements have been amended over the years. The most recent amendments include updates to the Land Use and Circulation Elements in 1996, and the Housing Element in 2001. The Housing Element is currently being updated and, when completed, will be incorporated into the comprehensive update. While this General Plan has served the community well, it’s now time for an update to ensure the General Plan remains successful and effective to address new issues that have arisen since its adoption.
The Upland General Plan is the blueprint or constitution for the community’s growth and development. The General Plan is the principal policy and planning document that includes goals and policies that guide development and conservation in Upland. These goals and policies relate to all aspects of community life and growth. By State law, the General Plan must contain seven “elements,” often organized into chapters by element topics. These seven elements include:
- Land Use
- Transportation
- Housing
- Conservation
- Open Space
- Noise
- Safety
In addition to the elements required by state law, the Upland General Plan may include optional Elements which will provide specific policy direction concerning locally-relevant issues. These optional Elements may include:
- Community Character/Urban Design
- Economic Development
- Park and Recreation
- Historic and Cultural Resources
- Public Facilities and Services
- Air Quality, Greenhouse Gas Emissions and Energy Efficiency
- Mineral Resources
All of these elements, including the required elements listed above, will be updated or considered for inclusion in the Upland General Plan Update process.
